Vega 56, horrible DPC latency and performance when idle, works well on load?

Got myself an ASUS ROG Strix Vega 56 today. However, when the gpu is at idle (clock speed is low) I have horrible DPC latency. Mouse skipping/lagging, sound popping/cracking and all kinds of issues... When I start a game it works as intended.

I discovered that if I set the memory clock to say 700 mhz (state 2) on wattman, there is no issue. However, when the memory idles back to 167 mhz, I get that dpc latency... I can also workaround the issue by setting GPU clock to something higher than idle clocks...

Is this a defective card or a driver/software issue?

My specs are

Ryzen 1700
Corsair Vengeance LPX DDR4 3200 16 GB
Asus Crosshair VI Hero X370
Corsair HX850i
Windows 10 Pro x64 Update 1809 (also tried 1803, no luck)

I got two monitors by the way, ( 60 hz + 144 hz Freesync)

Update: I sent the card for RMA to ASUS, they approved and told me the GPU was faulty, and I got a brand new replacement.
