Screen Tearing outside of gaming?

Hi,

My screen seems to be tearing while just browsing the web. Didn't know this could happen outside gaming. It happens when watching YouTube videos and scrolling down or up on webpages. Haven't noticed on anything else yet. How is this a thing? Is my monitor the culprit or could it be something else?

Lets try to enable hardware acceleration by video card in browser

No, I mean that video acceleration is presented in browser settings. An acceleration sometime can be offed in setts.

For exmaple:

How To Enable WebGL in Chrome
  1. Open a Chrome browser window and go to chrome://settings.
  2. Scroll down to Show Advanced settings at the bottom of the page.
  3. Scroll to the System section. ...
  4. In your Chrome URL bar, go to chrome://flags.
  5. Ensure that WebGL is enabled, and not disabled (You'll need to relaunch Chrome for any changes to take effect)
