Sapphire RX 5600 XT extreme downclocking during overwatch and csgo

Overwatch/csgo (fps)

HD 7870 xt : 170-240 -100% gpu usage 

RTX 2060 super ventus OC 240-250 fps stable - 30% gpu usage

RX 5600 xt pulse 100-250fps - 10%-80% gpu usage

acer XF252qX (240hz 0,3ms input lag)

Shadow of tomb raider/3dmark works fine at 100% gpu usage with +2% performance gain over the rtx 2060 super.

Had a hd 7870 xt that i replaced for rtx 2060 super. But im amd fan for years so returned it for rx 5600 xt upon release.

Did a fresh windows install, updated vbios to 160w tdp. newest amd drivers. Tried everything:

-chill

-minimum fps limit

-wattman minimum core clock speeds

-morepowertools

My core clock speeds go down to 200-300mhz in spawn with 250fps then when teamfight happens fps drop to 100mhz core clock goes up to 1200mhz fps go up to around 200. Then it drops the clocks to 300mhz again like in screenshot. Game is unplayable as i even drop to around 80fps then back up to 240 then 100.... 

Im really mad... i even put my old hd 7870 xt did benchmarks and i have higher avg. fps then on rx 5600 xt in overwatch !!!!!!!!

212fps avg. 7870 xt vs 168fps avg. rx 5600 xt  old card 100% gpu usuage its old card so i dont expect it to go 240fps

Its drivers man, wait for AMD to fix the downclocking we all have the worst experience on 5700 XT and i only have it for 10 days I feel like sending it back.

I tweaked some more now im 144avg fps in overwatch this is stupid!!! made it even worse.... Im on 240hz monitor... when i put 144hz and limit fps from 250 to 154 it drops to 80-100FPS !!! clocks at 300mhz max 1125mhz

meaby the right answer from amd is return our money and give us an apology the problem that i get is in RE2 (freeze many times during the game) , with battlefield V (i was playing and zaz a black screen appear and have to turn off the pc)

Found a little workaround.... My drivers crashed and i closed all radeon ralated software in process manager... now im boosting 1536mhz max fps still not at 240hz but around 210-220fps!!!! with gpu load at 86% try it    2222.jpg

Ok i found a fix that works for me 100% of the time took whole day. 

1) max core/mem/voltage/power in watmann

2) radeon chill minimum 225fps maximum 300

3) ulpm off

4) in process manager (ctrl alt del) turn off every radeon software.

5) launch game (NO FPS CAPPED) or does not work

Notes:

Core boosting to 1750 mhz sits around 1500 mhz for 90% of time

Still micro drops for 0.1sec to 300mhz out of teamfight causing small stutter and framtime/fps drops but in teamfight its buttersmooth
