Tach Felix,

well i think you have a faulty driver install - or your HardwareVideoDecoder in your has broken

1. update Win10 to 20H2
2. disable Win10 auto-driver-install
3. run DDU in safe-mode to clean old driver
4. install latest AMD driver from website (dont use auto-detect-tool)
5. test again

PC: R7 2700X @PBO + RX 580 4G (1500MHz/2000MHz CL16) + 32G DDR4-3200CL14 + 144hz 1ms FS P + 75hz 1ms FS
Laptop: R5 2500U @30W + RX 560X (1400MHz/1500MHz) + 16G DDR4-2400CL16 + 120Hz 3ms FS

Try eeset factory defaults and reset the shader cache under graphics, advanced.

Have you tried a complete driver uninstall with the AMD removal tool and then installing again?

Also check all power connectors and reseat the Video card.

Did you run the AMD GPU removal tool first to make sure it was completely uninstalled first..?
