The second fan on my card (Sapphire Radeon RX570) is on full speed and extremly loud. It happens randomly when I start my pc or after some time running. Sometimes its fine for a few weeks and than the problem starts again. 

I tried to control it with software (wattman, afterburner, speedfan) but they seem to just control the first fan.

Bios updates, driver updates... didn't solve the problem. Any ideas?

Same card, same Problem... Replaced fan but no help.

AMD said, this can happen when the card receives too little power. Dont no... I have 450W. What about your power adapters?

Now I simply removed the 2nd fan, because it was too annyoing.

If it goes up in smoke, I will switch back to Nvidia, because AMD seems to have lots of problems with fan control...

Positive!

450 Watt are too low.

Running stable now with 650 Watt Power supply.

No fan issues, no reboots.
