RX5600XT out of range

Good Mornin!

I was running an RX 570 8GB and decided I wanted to upgrade.

I wound up improving both my CPU and GPU. (yes, i cleared CMOS)

Now when I boot I get the "out of range" through the post screens and can't get into the UEFI.

 

I have tried:

Every output on the back of the GPU individually (1x HDMI, 3x DP)

Driver cleanup and reinstall of drivers (DDU and AMD's tool)

Fiddling with settings on the driver to change refresh rate and couldn't find one to change the resolution

Fiddling with the settings in windows to change refresh rate and resolution

changing my cables and removing the "adapter dongles"

 

 

Everything works fine after post. However, the post screen is "out of range" like I said.  The only way for me to get into the BIOS/UEFI is to hook up some random cheapo TV I have (1080p, 60Hz) then i get to see the post.  but this is a pain in the buttox as I have to drag it from my bedroom down to the basement office to get it hooked up.

Matter of fact, when I removed the drivers (and before I installed them the first time) I had to hook it up to the TV to get it to show ANYTHING other than out of range.  To be honest I was almost convinced that my GPU was a brick when it arrived.

I have searched these forums and every freakin google result for "out of range" i could find.

 

I give up.  Hoping someone can help
