Describe your issue:
since I got this card in January, I mainly played league and experienced random FPS drop in League of Legend but first I thought its the games fault. Now that I play multiple games I experienced random FPS drops in all of them. I looked things up on the internet, deinstalled my AMD drivers with DDU multiple time and reinstalled the latest ones, ran multiple virus scans and basicly re-built my pc and tried to remove all the dust from each part. I really dont know what I can do more.

Ok....delete it and then re-install the graphics drivers. Before you uninstall it, use the 'reset to default' option to remove any registry changes, etc. it caused.
Clean Install AMD Graphics Drivers
Then set your Power Limit to +50.
Make sure you click "apply" that will appear at the top of the page.
If you have any third party graphics application (like AB or Trixx, or Asus) delete them.
Set your Power Limit to +50. And click apply. Don't change any other setting.
As far as I know, I dont use any third party program. And I already set the power limit in MSI Afterburner to +50
Uhh... Afterburner is a third party program.
Mmmh where do I set the power level by myself?
I'll show you but it won't matter. All of the 3rd party apps conflict with Wattman settings.

Ok I did all the steps and installed 17.4.3 now. I will try this out for a couple days and will report later. Thanks for your help.
Try running Hardware monitor in the background while playing a game. Check the readings afterwards.
Open Hardware Monitor - Core temp, fan speed and voltages in a free software gadget
