RX 6700 XT one fan is either full speed or off, other one seems to be normal

Hello, I'm having a rather weird issue with my new RX 6700 XT. One fan seems to not have any speed control. It either runs at full speed, or doesn't spin at all.

Even in the BIOS setup, the card's first fan is very loud and spinning super fast, while the second fan is spinning at a much lower, normal rpm.

When I boot into Windows and let it idle, the driver will turn the card's fans off. If it gets warm enough to turn on the fans, the first fan will immediately go to full speed. I've never seen it run at a lower speed than full.

Here is a video of the card while sitting in the UEFI setup: https://imgur.com/a/ca1sp7b

That just doesn't seem normal to me, I would take the card back and get a new one if its under warranty. (Since you said new)

If its not, then maybe get a new fan for it, is not hard to replace.

Yeah, I tested it on another PC and it did the exact same thing. I've concluded this is a hardware issue, so I filed a warranty claim on AMDs RMA form. (I bought direct from AMD)
