rx 6400 low profile install issues!

bought a rx 6400 swift low profile card for my optiplex 3050! I installed the card and and plugged hdmi cable into it and got no video so i left the card in and switched to onboard video and the dell logo came on but wont let me access the bios. I take the card out and the computer functions as normal! How do I get this card to work? Any help would be appreciated.

I wonder what is that small connector on the side for. Not a traditional pcie gpu power connector. 

Dell might require changing some bios setting or knowing brand computer, they might have prevented other than dell brand GPU's from working all together.

the fix from other forums seems to be- remove the card, boot to bios, turn off secure boot, turn on legacy options roms.  Save and shutdown.  The install the card and reboot.
