Rx 580 issues

Every time My GPU tries to clock to a higher speed but the drivers crash, it closes my games and closes the AMD radeon software as well.

I'm using an Evga 500 watt psu, and my card is drawing 10-15 watts. I don't remember if I mentioned what clock speed it was pulling but it was only staying at 300 mhz no matter what I did, and so was memory clock speed even though both were set higher, or were supposed to be higher

0. update Win10 to 20H2
1. disable Win10 auto-driver-install
2. use DDU in safe-mode to clean old driver
3. download latest driver from AMD website (not auto-detect)
4. install latest driver
5. test again

PC: R7 2700X @PBO + RX 580 4G (1500MHz/2000MHz CL16) + 32G DDR4-3200CL14 + 144hz 1ms FS P + 75hz 1ms FS
Laptop: R5 2500U @30W + RX 560X (1400MHz/1500MHz) + 16G DDR4-2400CL16 + 120Hz 3ms FS
