RX 580 Framedrops

Ok, so I bought this GPU like 5 months ago, and I've been having really bad framedrops in most games I play.

My current setup is:

GPU: MSI Radeon RX 580 8GB

CPU: AMD FX-6300

RAM: 2 x 4GB DDR3 1333Mhz

Motherboard: Gigabyte GA-970A-DS3P

PSU: Corsair VS650 80 plus

Monitor: LG 29WK500 60Hz 1080p ultrawide

240GB SSD                           1TB HDD (external)

Yes, I know it's a pretty old setup, but I think it shouldn't be as bad as it is.

So, I've been having this issue in heavier games like Far Cry 5 and Assassin's Creed Unity, as well as in much lighter games such as PUBG Lite and Valorant. 

So I'm playing the game with a stable framerate and suddenly get a drop to 0 FPS, that sometimes lasts 3-5 seconds. I can't really do anything in-game, because I'm pretty much staring at a screenshot.

This is becoming really annoying specially in on-line games.

One thing I noticed is that with the FPS, most stats also drop, such as power, GPU and CPU usage, etc.

I'll leave a screenshot of MSI Afterburner after some of many of these framedrops.

Notice that the GPU usage goes up and down like crazy, even with stable framerates. That's also an issue I'm yet to solve.

I have already tried:

- Disabling HDCP

- Disabling ULPS

- Increasing gpu power limit

- Updating drivers
