RX 5700 XT's Current Freq = Clock Speed?

Hi guys, I recently built a PC and have a small issue (I think?). My RX5700XT's Clock Speed and Current Frequency idle at around 800mhz (share the same value). As I play video games or do more graphic intensive tasks, both values always stay the same. Is this normal?
Specs: AMD Ryzen 5 3600
Sapphire PULSE Radeon RX 5700 XT
Gigabyte B450M DS3H-CF
x2 Corsair Vengeance 8gb RAM

What I’d like to know is that If this is fixable via a driver update or this a design/hardware flaw and I shouldn’t expect any software fix any time soon.
