RX 5700 XT not turboing in LoL

I recently got a RX 5700 XT, but when I play league of legends it runs at <600 Mhz instead of the 2000 Mhz it usually runs at. I'm not quite sure what to do, I re-installed league and I re-installed my drivers. I tried setting a minimum speed in wattman, but it still runs below that speed. i also tried to manually add league to the control panel and it did nothing

I'm running the 5700, an i5-9400F, B360M motherboard, and the latest update of windows 10

Any ideas? ty in advance. It turbos fine and runs well in all my other games

League does not use hardly any graphics horse power, even when I had my vega that used to run at 800Mhz when playing league, and my RX 5700 Does the same, however I do have a strange stuttering problem.
