RX 5700 8GB Problem with game Black Desert Online down clocking gpu in random places.

Hello, i playing in Black Desert Online and i have Drivers: 20.2.1, so this gpu have problem with clocks, this is rly anoying for me, because i cant playing smoothly in my main game!
CPU: Ryzen 5 1600
GPU: RX 5700 8GB ASUS ROG STRIX.
my friend have gtx 1080 and have better fps than me in this places.

I have this issue too. The downclocking issue occurs in many games. For example, it also happens in Escape from Tarkov and even Minecraft.
