Well I have now determined that the RX 470 I have is garbage. After black screen problems, i tried the card in another box with dual slots, the card comes up as code 43 with any driver
So NewEgg has sold me a defective card. That is negligence on the part of Sapphire and NewEgg.
I can get the card to work with the basic windows driver but that does not work with the underlying Polaris logic. So games do not work.
