Rx 460 4 gb not giving signal

So i just tryed installing my 460 and the green light inside the gpu was on but it wasnt giving signal to my monitor did it die?

(1) Re-seat the video card. It may not be properly making contact with the slot. Remove the video card and re-install it. (2) Clear the CMOS - either with the jumper on the motherboard or by removing the battery.
