I uninstalled the radeon software, did clean https://www.guru3d.com/files-details/display-driver-uninstaller-download.html DDU driver uninstall in safe mode.
I re-installed driver only, MSI afterburner, and now it's going stable.
2500Mhz on core clock
2150MHz on memory clock
And a custom curve for the fan. 40C and 50%, 60C and 80% 75 and 100% fan speed.
I believe the issue is with the AMD Software. I will update if system is unstable.
