Radeon RX 580 not performing well

I had been running an AMD Radeon R7 graphics card for five years and was getting poor frames in video games which is what I use my computer for. Normally I would get 30-40 fps in Minecraft and around 50 in CSGO. For this reason I desperately wanted to upgrade my gpu and get higher frames. I installed the Radeon RX 580 today and uninstalled my old driver software as well as installing new driver software for the new gpu. Then I loaded up both Minecraft and  CSGO and were running on the exact same frames per second as before the new gpu. I'm starting to feel like there is some other problem here, I really just want to be able to play games with higher fps. Help?

Primary Hard Drive:
1 TB Hard Drive -- 32MB Cache, 7200RPM, 6.0Gb/s - Single Drive
EDIT: I just realized that my GPU is at a constant 40 degrees Celsius and is running at 300 mhz. I don't know a ton about computers but this does not seem normal/good.
