Radeon ReLive badly feeds on YouTube at any bitrate !

Hello Radeon ReLive badly feeds on YouTube at any bitrate, the card 7970, when streaming with OBS is all normal. Record video to the file is excellent.

What is the problem with why she writes that the flow is too slow?

The problem is not on the Internet speed on the return and reception of 50-60 Mbps!

When recording there are no problems, only when streaming.

The picture jerks and turns into cubes, youtube swears at a too slow flow, and at high and low bitrates!
