R9 Fury Crossfire not working

I just bought a second Sapphire R9 Fury and have crossfire enabled. Every time I go into the heaven benchmark or any game that supports crossfire I find that only GPU 1 is being used. Anyone know what might be the problem?

System Specs:

Intel core i-5 6600k (4.5ghz OC)

MSI M7 Gaming Mobo

Corsair 1000w PSU

x2 Sapphire R9 Fury OC+

16gb RAM 2400hz

Crimson 17.2.1 Drivers loaded

Windows 10

Does it say "Primary Adapter" and "Linked Adapter" in the hardware info box in Crimson? Also, do you have Crossfire enabled?

Under the first fury it states that it is the primary and under the second it states that it is linked. My true problem is that it recognizes crossfire, now that I have looked into the setting more, in some games but in the Heaven Benchmark and games like Crysis 3 it only recognizes and uses one GPU. I have verified this by running MSI Afterburner in the background while monitoring both GPUs and their usage.

Are you running those games in exclusive full screen mode?
