PowerColor PCI-Ex Radeon RX 5700 XT Red Devil no signal and instantly 640x480

Yesterday i bought new GPU and test all evening perfomence in difference games, all worked perfect.
When i finished, in deep night, before going sleep i am used hibernate.
When i waked up, firsly i run my pc and noticed that too long activating monitor led, and after successfuly windows starting was widescreen with very low resolution and after pc restart monitor still starter just after windows start (in bios black screen).

My pc config:
- PSU: be quiet! Straight Power 11 750W;
- MB: MSI B350 PC Mate
- CPU: AMD Ryzen 5 1600 3.2GHz/16MB;
- RAM: 2 x HyperX DDR-4 2666 8gb;
- GPU: PowerColor PCI-Ex Radeon RX 5700 XT Red Devil (instead old MSI PCI-Ex GeForce GTX 1050 Ti GAMING X);
- Monitor: ASUS VS239HR;

FYI:
Monitor: ASUS VS239HR, connecter via hdmi;
One week before installation was updated MB bios to last (beta) version;
Little overcloking CPU and RAM, all temperature was controlled by MSI Afterburner, it was not more than 70 C;
In windows have signal on monitor just if installed drivers on GPU, in not - blackscreen, but pc working i tested that by teamviewer,
thats how install new drivers instead 'default'(which can't find
System detect that is the 5700 xt;
When i install drivers i got error: 1603 and trying to fix but not successful, so i just ignore that and start play:
https://www.amd.com/ru/support/kb/faq/gpu-kb1603 ;

What was done in the last 8 hours:
1)Swap to my old gpu, it works good;
2)Install PowerColor PCI-Ex Radeon RX 5700 XT Red Devil in another PC instead 1080, it works good;
3)Trying my old psu (Seasonic S12II-520 520W Bronze) with new GPU, same issue;
4)Trying to install last stable bios (instead beta);
5)Reinstall windows;
6)Install chipset drivers;
7)Reset bios to default settings via bios(ofc do it by using gtx 1050) and battery with disable PSU and his cabble;
8)And another not the smart things that i did;

In 2 hours i try to test with another monitor;

Now I'm ready to give up and return GPU to the store, you guys my last hope.

Testing with another dell monitor works good but now my monitor don't work with my laptop but work later.
So, now appear several question:
1)Why resolution on AMD GPU 640x480 (i can't change it)?
2)Why monitor works good on 1050ti gpu?
3)Why now don't work on laptop (laptop can't detect monitor)?
