new 6900xt no performance change

did you had a Nvidia GPU before?

You should be getting around 130fps with the 5700 XT.  You will be bottlenecked by the CPU at about 145fps.  That's according to some benchmarks online.

Since it's a multiplayer game, the CPU load will vary based on situation quite a bit.  It's entirely possible that in a populated server, you're hitting a CPU bottleneck at around 100fps.

In general, upgrading from a 5700 XT to a 6900 XT to play at 1920x1080 is not a great idea.  You should be playing at 2560x1440 to take proper advantage of the faster card.

Increase the resolution scale in the game to something like 115-120 and see if the FPS increases.

When I monitor the GPU and the CPU the GPU hits about 70 usage and the CPU hits about 40 percent usage. could this be the issue instead?

The ideal is for the GPU to be at 100% usage unless you are limiting the FPS and/or the game's graphics do not saturate the GPU's power.  Try the resolution scale.  Experiment to try to find the right balance if it increases the FPS.

GPU usage of 70% shows you're being limited by a CPU bottleneck.  That just means one thread is running at 100%, so the 40% figure is misleading.

Increasing the resolution won't increase the frame rate.  For a given aspect ratio and detail setting in the game, you basically have two effective frame rates - that of the CPU, and that of the GPU.  If the GPU can render faster than the CPU can set the frames up, then you're going to be running at the CPU frame rate.  That CPU frame rate will be the same for any resolution of the same aspect ratio.

I don't think there's anything wrong with your setup.  You just upgraded a component that's not going to help with that game at that resolution.  Some games at 1920x1080 will certainly run faster, and some others will also remain bottlenecked.

Hi,

You should try to reinstall warzone.
Delete all reg files and files from appdata.

Just in case do DDU.

When I play warzone my fps in 1440p is around 150-200
Check your settings that you DO NOT HAVE ray tracing on!

Graphics settings
Disable all "not" needed options.

Download new bios for your motherboard.

New drivers and bios can make a difference:

I have a 2700x as well.  Went from a rtx 2080 to a 6900xt and didn't notice much change either. I play at 1440p get around 100-120 fps. Was expecting more myself.

You can't saturate pci 3.0 so that's not the issue.  

I did improve some fps by removing some Nvidia software from my previous card that I missed.
