multiple monitors not working on HD7790 - connected via DP and DVI

Hello,
I have a problem with my workstation.

The problem at a glance:
When turning on the computer with the button on the housing, the second monitor does not display the image.
After restarting the computer (restart from Windows menu) the second monitor starts displaying the image.
Below, I have described 2 variants in detail that represent the problem:

Option 1.
Both monitors are in stand-by mode, the LEDs on the monitor panels are orange.
The computer is turned off.
Action after turning on the computer from the button on the housing:
Both monitors go into work mode, the LEDs on the monitor panels turn green.
Both monitors detect the image signal sources.
Only one monitor (No.1) starts displaying an image, while the other (No.2) displays a black image.
After turning off the computer from Windows menu and turning on with the button on the computer's casing, the same thing happens.
NOTE: After selecting "restart" from Windows, go to Option 2.

Option 2.
After selecting "restart" in Windows menu, the computer shuts down and turns on.
Both monitors go into work mode, the LEDs on the monitor panels turn green.
Both monitors detect the image signal sources.
Both monitors begin to display the picture correctly.

RAM 16 GB
SSD 256 GB
HDD 1 TB
VC HD7790
OS Win10

Displays 23'' Lenovo LT2323ZWC FullHD DP VGA USB 3.0/2.0

Connection:
Monitor No.1 - DP
Monitor No.2 - DVI + typical adapter DVI to VGA
