So this happened with my old card as well (GTX 1050ti) and is basically the reason I bought a new PC with a better GPU, but the problem is still present. It's not my monitor as it does the same on my TV as well. Example - while playing Fallout 4, with a 2K resolution pack, the max texture resolution is 512x512 and the game looks a blurry mess.
