I have a 5950x with 6800xt(and 32gb ram) both being used about 30% and I am not able to get the performance I can from my pc. I am facing random stutters with unstable 160 fps even at my graphics at low settings(almost). When I enter a game my fps goes as low as 20. I have overclocked my gpu and the overclocks are as follows: 
Min frequency-1345
Max frequency-2522
Voltage-1010

Vram Tuning(Memory timing- Fast timing)
Max frequency- 2036
 
AMD SAM is turned on. The software is up to date as well.

Edit: The issue got fixed when I updated my bios and downloaded an optional amd radeon software update
