Low FPS with 6800 XT Taichi OC

So I've upgraded my computer and I am running these specs:

 

Motherboard: MSI Tomahawk WIFI
CPU: 5900x
GPU: 6800 XT Taichi OC
RAM: 16 GB G.Skill Trident Z Neo DDR4 RGB 16GB 3600Mhz
PSU: Corsair AX 1200i
M.2 Corsair Force Series MP510 960GB (windows 10 up to date)
Samsung 860 EVO 1TB SSD (Games installed to this)


So from the get go I really don't feel the power of this setup, it performs on par or even slower than my old rig which was an 7700k, with a 1080Ti. Same amount of RAM just older and slower.

Tarkov with suggested settings give me about 70 fps
Battlefield V gives me around 120fps
And Diablo 3 is around 70 fps

Now fps is one thing, but I can feel the sluggishness in the games, it just doesn't run smooth.
Has anyone any advice or thoughts on why this may be? It's really a bummer spending all this money on something that does not live up to anyone's expectations. 

NB! When running D3, the utilization of the GPU is at 0% and CPU is at 1% (see picture) This is just in the menu, but it's the same in game

hi how did you setup the bios? you may check the ram speed and all this stuff other wise you may check the settings in adrenaline like game settings i use to maintain some pc here one thing about the ryzen 9 5xxx you should check the bios and set the CPU on automatic mode than set your Ram speed to what ever you want and should work just fine.
