I just built a new system, and my monitor has a light flickering that's particularly noticeable on gray backgrounds such as Steam. The only time I don't see flickering is when I restart in Safe mode. The card is connected to the monitor using a DisplayPort cable. Hardware and resolution attempts are noted below. Please advise as to what else I can try!

Troubleshooting attempts:
Disabled FreeSync
Disabled all features in Radeon software
Stopped Radeon software (killed process in Task Manager)
Updated Radeon software to latest version
Tested on another identical monitor, exact same problem seen there. This monitor does not have the problem when using a Geforce 970
Tested with different DisplayPort cable
Plugged DP cable into different DP ports on the card
Reinstalled Windows 10
All Windows 10 patches applied
In BIOS changed PCIE setting from [Auto] to [3]
Set refresh rate to 60hz
