integrated r7 gpu wont clock past 450mhz

I recently picked up a older hp mini desktop with an a8-pro-7800b in it that I plan to use as a media/retro gaming pc. Everything is working great except that the integrated radeon r7 gpu wont clock up to its stated max 720mhz. Using radeon software or gpu-z it only ever gets to 450mhz. I've tried all versions of radeon software from the dl pages here and tried the old drivers direct from HP and they all give the same result. Is there something I'm missing maybe in bios? Any help would be apperciated.

Solved it, sort-of. Using AMD overdrive if I turn off turbo core control it wakes up the gpu and throttles up to its 720mhz max no problem.  Ideally I would want to keep turbo core control ON since there is no reason to run the cpu at max all the time, but if its going to bottleneck the GPU side I'll just have to turn it off when I want to play games.

If someone wants to explain why this is, or another solution, Im all ears (or eyes I guess)
