HP Pavilion Elite HPE-550es ATI radeon changed to msi RADION RX 580, won't show any screen, no start up, no bios, nothing, fans are working, brand new power suplly 650w, other cards work but this rx580 won't give a kick, what can be the problem?

MD Radeon HDI'm not sure if I need to do an update of the bios, but there is no new version available for this pc.

Other graphic cards like my AMD Radeon HD 6800 card is working corectly, but once i change it with the RADEON RX 580 the pc wont give any start screen, and monitors stay both black (connected with HDMI)

The RX 580 does not have a legacy VBIOS, only UEFI, so if your 2013 HP desktop doesn't have a UEFI BIOS, then it's not going to work.
