Horizontal Black Lines in Games on R9 Fury in Windows 10

So I switched to Windows 10 and noticed a weird issue that definitely was not present on Windows 7. Artifacting would occur in all games (some more than others) and it was mostly some black horizontal lines that would pop up a few times per minute. I did some troubleshooting and here is what I found:
1. The issue persisted on 2 entirely different computers, (one Intel and one AMD based).
2. It is not the Graphics Card itself that is damaged because all problems go away on Windows 7, this was double checked on both computers.
3. An R9 390 did not exhibit this behavior in either of the 2 systems.

System specs for AMD based computer:
CPU: AMD FX-6100

Motherboard: GA-990XA-UD3-rev-1x
RAM: 8Gb Kingston HyperX 1600 CL9
GPU: Sapphire R9 Fury Nitro
PSU: Zalman ZM-1200-EBT

System specs for Intel based computer:
CPU: Intel x5650
Motherboard: GA-X58A-UD3R
RAM: 24Gb Kingston 1333 CL9
GPU: Sapphire R9 Fury Nitro
PSU: DeepCool DN650

Both systems were running as cool as cool as possible with the GPU not going over 70C.
My conclusion is that the problem has to be something in software. I've seen other people online with the same issue and I'm hoping this can get resolved. Since the issue only appears in Windows 10, it's either the OS itself that's the cause or the AMD Windows 10 Video Driver for the Fury cards. I've tried older drivers as far back as 16.12.2 but it doesn't seem to help at all.
