I'll tell you right away that I use freesync. Monitor at 240 Hz. In the game settings, I set a fps limit of 235 Hz, but the fps in the game itself exceeds 250 Hz. If I start setting a restriction through amd adrenaline, then in the game the fps jumps above 235 fps again. Who has faced such a problem? I don't want the fps in the game to jump above the monitor parameters.

What are you using to limit FPS? Radeon Chill or FRTC?

I think I used these two options, but it feels like the game doesn't matter what the settings

The game has a built in FPS limiter, try that.
Alternatively you could use Rivatuner to lock the FPS.
