Hello guys,

I am having a weird issue with my RX580.

So everything started when I did a clean windows install on my PC, before the clean install I was having no issues regarding my experience with Freesync on my RX580, however now, after the windows install I am having an issue with my GPU coreclock speed running super slow and at this point I really don't know what to do.

Here are my PC specs:

Ryzen 3 2200G

RX 580 XFX Crimson Edition GTR

16GB Ram DDR4 Running at 2666 (base clock speed)

Windows 10 Pro 1709 OS Build

Radeon Software Version: 18.5.1 (Crimson ReLive)

Monitor Acer KG251Q Biimix 75hz (Hdmi Freesync Connection)

More specifically I am experiencing stuttering on gameplay due to low clock speeds.

You could try ClockBlocker.  When my gpu clocks in some games don't stay boosted, this program will force full speed of the graphics card.
