Fury Nitro - fps drops/frametime spikes when 2D surfaces are displayed in 3D environment

I'm lookg for help regarding strange issue which seems to be GPU driver or Windows 10 related. My general observation is that in certain games when the video card is rendering 2D surfaces in a 3D environment, the FPS drops or there are frametime spikes. The issue is very easy to illustrate in Assetto Corsa, where  enabling apps on screen has an awful effect on FPS: . This is not expected behaviour and my friends with AMD cards (not Fury though) aren't facing it. Similar frametime spikes are visible in EliteSmiley Very Happyangerous when scrolling through the Engineers list in the right-hand menu.

My system is with the latest Windows 10 updates installed, and with latest Adrenalin drivers. The issue persists irrespective of monitor refresh rate setting or graphics settings, or turning RTSS monitoring and overlay on/off. Interestingly, the Assetto Corsa FPS drops did not occur in Windows 8.1 with my old CPU (i5 4460). This leads me to believe  that the issue is somehow related to Windows update. Also strangely, just right afte installing Windows 10 the issue was NOT present in Elite: Dangerous, but it started happening shortly afterwards (1-2 days later). When thie issue occurs I also experience "freesync ficker" since the frametimes drop below the freesync range. But this is just a symptom of the problem (it persists with or without freesync).

Here is a list of common issues that I have addressed:

  • Temperatures for motherboard, GPU, CPU and RAM are in check
  • Using Balanced power plan
  • Steam overlay is disabled
  • Windows 10 game bar and xbox features are disabled

Here is a list of things I tried to fix the issue with no success:

  • Going back to GPU drivers from 2016 downloaded from the AMD website - no change
  • Freesync on/off - freesync flicker obviously goes away, but  frametime/FPS drops themselves persist
  • RTSS monitoring and OSD on/off - no change
  • Windows 10 compatibility and DPI scaling settings - no change
  • Ryzen Balanced or High performance power plans - no change
  • Different settings in AMD Adrenalin control panel - no change
  • Changing GPU bios (with on-card button) - no change
  • Changing GPU ports in the back - no change
  • Using different monitor with different cable - no change

Please let me know if anyone has experience with this issue or any hints for resolving it. If anyone has a Fury on hand and can test in any of the games I mentioned, please let me know if you can reproduce the issue.
