Error 1604

I have been having a reoccurring issue where the windows connect/disconnect sound will play and my screen flashes black. After it is finished, the resolution on my second monitor is very small and I am unable to change it without restarting my PC. This happens every time my PC goes to sleep.

I read online that this might be due to outdated graphics drivers; however every time I try and install the latest AMD drivers, I am hit with Error 1604. As instructed, I followed the steps at the link below, running the AMD Software Cleanup tool, but still ran into the same issue. I even went as far as un-installing all AMD software and re-installing with no fix. I then attempted to follow the next step listed by downloading the Microsoft Program Install and Uninstall troubleshooter, but I'm hit with a 404 error stating that the software does not exist to download.

I've attempted to open service tickets with AMD on multiple occasions with no luck. I keep receiving runtime errors. I've tried using different browsers and am still unable to submit one.

I am running Windows 10.

Motherboard: B450M DS3H-CF

CPU: AMD Ryzen 7 2700 X 8-Core Processor 3700 Mhz

GPU: Radeon RX 580
