I can provide more screenshots if necessary but it is clear as day.
I'm not the only one who are having these issues. Reported a few a times, but doesn't even get noted as a bug but it is a very noticeable one.
I don't remember having those lines on 6850 but they were on 7850 and are on RX480. These bugs first appeared on GCN cards, the 5xxx and 6xxx series had no issues.

Will Blizzard / AMD ever fix these bugs?
Please fix it AMD!
Thanks for the post. Please can you attach a DXDIAG report to your next response?
Sure, i attached mine.
There are more dxdiag reports at Blizzard's forum: Which AMD driver to fix smoke/lighting issue? - Diablo III Forums
Thanks for the help.
Thanks, I'll be in touch if i need anything else.
So far we have been unable to reproduce this issue on a 7870 or an RX 480.
What image quality settings were you using? Does the issue occur at any particular part of the game?
Highest possible, but tried the lowest possible too. Just to be sure installed the latest whql driver, but it is the same as with any other i tried with.
If i play the game it happens all the time for some effects: chests' smoke, Piranhas' Wave of Mutilation, Arcane Orb's Frozen Orb cold. It's like a break on the effect and a piece of it goes missing. For some effects it's happening randomly, but it happens, not all the time, and it isn't tied to a specific place.

I'm having the same exact issue but in my case its happening in all games and its truly frustrating!
My card is Sapphire nitro RX 480 8GB and crimson version 16.11.3
I've tried other driver versions and changing the graphics settings but still nothing changes.
Please AMD at least reply if it's a drivers problem or defective hardware!
It's probably driver, because with 16.11.3 The Divison had some smoke effect line-y/break issues too (but only smoke coming from the sewers lid) that's why i rolled back from it.
Can you share your exact settings used and a video of the issue occurring? We're unable to reproduce this and running out of ideas.
Not a problem.
Vga driver now is 16.11.5, everthing is default at the Radeon Settings. Also no OC.
Not my video, but the same thing occurs: https://www.youtube.com/watch?v=OQ6XZbwSvxs
