I recently upgraded from a rx 580 to a xfx 6700xt, I installed new drivers, uninstalled the old ones. And my games cannot play, I uninstalled the new ones and reinstalled once more but still nothing. I've updated the chipset drivers but still nothing.

I don't think the gpu is being used because the fans aren't on when the games are trying to load, not sure if its relying on cpu nor how to fix that. (the fans do spin though on startup so they do work.)

Really hoping for some help, thank you.

Hi,
the fans not spinning its not a problem at all, just normal operation or Zero dB mode.
They won't spin till the temps rise high enough.

As for the drivers, I would try DDU to remove every bit of the old drivers.

But in the meantime, what is the error you are getting?

when you mentioned your games can't be played is that because as soon as you start the game it crashes or the game FPS is too low to play the game etc.

As mentioned what error codes are you getting when a game can't be played.

Also post your computer PC Information including Make & Model of your Motherboard and CPU and Windows version you have installed.
