My Current Specs:

• RAM: 6 GB DDR3 RAM
• Motherboard: Dell 0GDG8Y Motherboard
• CPU: Intel i3-2120
• HDD: ST500DM02-BD142 ATA Device
• PSU: Thermaltake TR2 430W
• OS: Windows 10
• DVD DRIVE: HL-DT-ST DVD +-RW GH82N ATA Device

What I have done:

1. Disable onboard Video
2. Shut Down PC
3. Insert RX 480
4. Connect RX 480 to PSU
5. Connect HDMI to GPU and Monitor
6. Turned on PC
7. Fans start blowing and so does the GPU's fan
8. Monitor gets no signal.

I want to know what else I should attempt to do.

you dont meet tha power requirements for the video card(rx480) you must changed your psu with an 500-550watt psu with 30amp 12 volt capacity

SHOULD, it it actually works, I have no idea.

I own a 500W PSU and it struggles a lot with my 380X, I am today trying to order a Corsair RM1000x (note that you don't need a GPU /THAT/ beefy, it is that the RM1000x is a particularly good PSU, achieveing Platinum efficiency despite being rated Gold, is much easier to find in my country than any other good PSU, and I am a heavy user, my PC for example has 32GB of RAM and 3TB of storage, and I plan in adding even more).
