Why would you expect that level of performance from the hardware you have?  Why do you think failing to run at 165fps makes something not good?

5600XT is only a low-mid level GPU, it totally depends on games, settings and resolution you're playing. In some modern games you'd be lucky to hit stable 30FPS at UltraMax with that card.
