AMD 260X at 4K 60Hz for Movies - Panasonic TX-50EX700B

I’m having difficulties getting my PC to produce a 4K resolution beyond 30Hz and I’m unable to get it any higher than that.

I’ve tried using a HDMI 2.0 cable and that still won’t increase beyond the capabilities of a HDMI 1.4 cable.

I also have a DP to HDMI cable and still I can’t get beyond 30Hz refresh rate.

I want to watch UHD/4K movies smoothly on my TV via my PC.

This isn’t a setup involving gaming.

Currently they play but at odd times, often not even action packed scenes, it seems really jittery and not smooth at all until eventually it freezes and then jumps ahead and the issue repeats.

I’ve tried disabling ULPS and increasing file caching.

Does anyone know how I can fix this issue?

I don’t get this issue when my resolution is lower and not playing UHD content.

Only at 1080p do I get 60Hz as my refresh rate. Anything inbetween can’t go beyond 30Hz.

My O.S. is Windows 7 Ultimate x64 and I’ve tried various drivers for the card, various settings on and off.

I don’t think the TV is at fault, although I’ve tried various settings on the TV also.

It’s driving me mad.

Any help would be appreciated.

Any help at all would be great as this is causing me many headaches...

I could try another OS such as Windows 8.1 or 10 but ideally this issue can be fixed within Windows 7?
