After full reset, getting very poor performance

Hi there, i built this PC about 3 months ago and was getting consistent, incredible performance:


CPU: AMD Ryzen 5 3600
GPU: AMD RX 5600-XT
SSD: Sandisk PLUS 240GB
RAM: Corsair Vengeance LPX DDR4 3200 C16 2x8GB
MBD: Asus ROG STRIX X470-F GAMING

But when i reset my PC (to downgrade from Windows Insider builds), updated my AMD drivers, i found performance to be terrible and I can't understand why. I just fully dusted my PC, to no significant change. GTA IV, on low settings, runs at around 45fps and for reference, before resetting, GTA V ran on very high settings at 60+ fps.

The only thing I can think of is a motherboard BIOS update? It was pre-updated when bought, so maybe the reset undid it? Any help is appreciated and this is my last resort, I've tried looking online for a few days for help. Thanks.
