6900xt performance is horrible... help?

Hey there all!
Brand new setup here. Had it for a few weeks. My main issue is all games get frame drop and lag beyond belief... my old 1080ti is performing better than this... I am not sure what's wrong.
I have run tests on everything, on every piece of hardware I own. tried all different power settings, turned on the memory thing etc.

You need to provide specific game examples with CPU and GPU usage information.

Diablo III: 180 fps drops and lags down to 15 fps

Overwatch: 400fps to 25 fps and lags

GPU clock goes to about 500-1200ish

GPU memory clock stays around 2130+-

gpu temps are fine.

CPU never really goes above 3-10% almost no load really...

Do you have enhanced sync / anti-lag enabled? Do you run any overlays in background (e.g. steam overlay or performance monitoring)? Have you tried disabling every disablable stuff in "Windows control panel" - "Gaming"?
