6750xt stutters in game

win11 with intel i9

try all ways in:

but still stuttered, image below display when run horizon 4, stuttered occur often. fps drop from 60 to 20 and gpu clock drop down.

have anyway to debug or setting?

Shader cache building moments? Basically first time you do something or load new location.
Other than and low GPU load don't see much of anything on screenshot. 
How long is stutter? How frequent? Does it repeat often? Does it repeat after doing same thing in same place?

about 30 seconds occur 1 time, last for 100-500ms, clock dropped same time as the image

Hmm... After some time attempting to make logging to actually work, i finally made my own test for reference. Here is my 6750 XT / 5600X result with Demo being runned before test

i am not sure, if your CPU frequency management is related to fact that it is intel, and not AMD CPU (Jagged line with frequency constantly going up and down...)
But there is definitely something with CPU test that wasn't persisting on my iteration. With how entities load, it should decrease in 2 sharp steps, then rise a bit at end of test. 

What is more concerning is your CPU temperature graph. It shouldn't have such frequent and dynamic temperature changes. 
There is also something wonky happening at the end of your Demo, when both load and frequency goes down to hell. 

 

UPD: Also... Just noticed. We have huge difference in GPU memory clock management at beginning of Demo part. Mine had gone to max instantly, while yours seems like it had other ideas what to do. GPU clock spiking to max for you also isn't same, but it is at least at same place.
