5700 XT Gameplay Artifacts

Almost every game I play has some sort of graphical artifact. It's extremely distracting and can cause unintended advantage in CS:GO. A band-aid fix is to restart my PC and launch a game as soon as possible. That may not even work and end up restarting my PC once more. The only game that this does not happen is Destiny 2. Using Dolphin emulator and changing the backend fixed the issue for the emulator, so I guess it's a backend issue?

I don't know if this is a problem with my 5700 XT, a driver issue, or conflicting hardware/software. Not really sure what is causing this. I want to know if I need to return/RMA my GPU or replace any other hardware part.

What I've tried so far to fix it:
- Disable Freesync
- Overclock my GPU
- Underclock my GPU
- Enable XMP profile on my BIOS
- Reinstall the affected games
- Update Windows 10 from 1803 to 1903
- Only use 1 monitor
- Reseated my GPU
- Reorganize my PSU wires
- Ran "chkdsk /r /f" in CMD
- Ran "sfc/scannow" in CMD
- Updating to the latest GPU drivers (as of this post, 19.9.1, reverted back to 19.7.5 due to BSOD)
- Reinstalling GPU drivers with DDU and AMD clean tool
- Reinstalled Windows
