FIVEM & GTAV MASSIVE fps drop when looking at the city before 7pm (ingame)

I know its a game bug involving AMD CPU or GPU. Any possible fixes. Anyone have the same problem? It nothing has to do with the engine "bugging out" because its above 188 fps, i have and am using a 144 locked fps. Tried everything, give more suggestions if you have them. Please help
