So for the past 9 months now, my pc seems to do this thing where every 30-45 seconds while playing my game will stutter. Stutter I mean by nothing will be moving on the screen and I will continuously hear the last sound I heard before it happened over and over. I have no idea what to do. I have tried messing with the settings, unplugging everything, cleaning everything someone please help me. Should I upgrade, overclock, or is there something in the settings that is causing this?My drivers are up to date. Is there some program I should use to check something? I dont think its a heat problem. Here are my pc specs

As you can read at the top of this page:
Use this space to post questions and discussions related to AMD that do not fit into the other forums.
For example; game promotions, benchmark scores, etc.
Also, What Operating System and video driver versions are you on?
I am on windows 10 and where do I go to check video driver versions. Sorry I am just not a computer wizz.
and I it has come to my knowledge that it doesnt happen for overwatch only
As a gamer u need to keep track of your temperatures while gaming.
you can install MSI Afterburner, which monitors your GPU temps. you can also install another program which monitors my CPU temps.
Together, both programs will allow you to see my GPU & CPU temps - ON SCREEN - WHILE GAMING.
i have watched my temps from a night of playing and they maxed out at 47 degrees celcius
Do you have the Power Limit in Wattman to +50? > AMD graphics performance
Have you disabled ULPS? > ULPS: How to disable
This is a known issue with the creators update for widows 10
I just tried them and it didnt help unfortunately. Ive noticed that if something stutters like a game it only happens to the game not to my friends on discord or if my cursor is present. Its just the games and programs. Is there a program to run while playing my game to see what the problem is.
