So I was having the issues that the title said, switched out my old PSU cause it was garbage, I switched out the RAM, and so far I've had no luck fixing this issue. I just did a full reset on my PC and deleted absolutely everything and nope, League still has these awful frame rate drops. I already made it so that my PC cannot shut off USB devices. I'm getting really short on hope right now, do I just have to replace the motherboard and CPU at this point? I looked in Windows events and can't find ANYTHING that happens at the same time I experience these issues. Thank you for your time.
