Apex Lags on 9070 XT + 9800X3D

Low FPS on powerful hardware

I recently assembled a 9800 X3D + 9070 XT, SDD nvme2, b850, psu 1000w

Everything is fine with the components: we passed stress tests, played other games without lags, crashes, with a stable, high FPS.

But in apex: even in the shooting range, if you don't look at the sky - FPS simply doesn't rise above 130-140 frames!
When entering a match, if you look at the ground - 30-50 FPS! (it doesn't matter if there is a limit set or not)

I tried different settings in the BIOS, card settings in adrenaline, different drivers, overclocking, undervolting, setting up/reinstalling the game itself and setting up, cfg, launch parameters - USELESS!
FPS can become a little better, a little worse, but the picture is always the same in the end.

This is definitely not a problem with the system as a whole - in other games, stress tests - everything is ok.
Either the game doesn't know how to handle it, or AMD's drivers are all really crappy

So far I'm just wondering - is there anyone else with a similar configuration and maintenance?
