zero fan option not showing up for rx5700

In Wattman, in the fan speed control, the zero fan speed option does not show up.  I'd like it to be quiet when the GPU is not busy.

Reset WattMan settings and kill RadeonSettings.exe application with Windows Task Manager. Then run Radeon Settings software with right clicking desktop. Maybe works... In any case, this is a driver error. You should report this to AMD.

It did not work.  What's the best way to report this to AMD
