Why is the recommended driver 18.5.1?

Using a single Sapphire Radeon R9 290X on Windows 10, currently on driver 18.8.1. I see that 18.8.2 is optional, but, why is the recommended driver 18.5.1? Is it just the most stable at the moment?

I have a 290X on Win7....the 18.8.2 is the latest and works great. It is a 'beta' driver...the 18.5.1 is a WHQL driver.

For me on Windows 10 64bit Pro (HD8970M) the 18.8.1 doesn't fix anything. When I boot I still have clocks stuck at 450/1250 until I open Radeon Settings and Disable/Enable GPU Scaling..... seems my only option is to go back to 16.7.2 again even though all modern games still work on this card I get "advised" to update my drivers but I cannot because I'm literally stuck on them!! Come on AMD pleaseeeee.
