I think my Sapphire Nitro 380X is throttling and stuttering in games due to TDP set wrong on its BIOS.
How I check that?

Take ROM , run it through AtomDIS (Linux or VM in Windows) to create tables list for ROM, take PowerPlay section in ROM using hexeditor and using pptable.h above you find PowerTune section .
First let understand what TDP means: The Thermal Design Power or TDP in short, is the maximum power consumed by a device (graphics card for example) under normal / regular use. In other words, the TDP is the max power a device can dissipate when running real applications. (geeks3D)
Second, what AMD driver are you currently using ? (Your might have an old driver), and have your GPU have a good air circulation because thats one of the main reasons of throttling.
